Tottenham Hotspur are preparing a formal €65 million (£56 million) approach for Barcelona defender Jules Kounde as they look to complete a seventh major addition to their squad this summer.
The north London club are acting with renewed urgency after narrowly avoiding relegation from the Premier League last season. A 1-0 victory over Everton on the final day secured survival by just two points, a result that has sharpened the hierarchy's resolve to ensure they are never placed in that position again.
The rebuild has already been extensive. Andy Robertson, Marcos Senesi and Martin Dubravka have arrived on free transfers, while Tottenham have committed approximately £237 million to land Sandro Tonali, Mateus Fernandes and Jan Paul van Hecke. Kounde would represent the next statement signing in a window shaped as much by necessity as ambition.
The 27-year-old France international is particularly attractive to Tottenham because he can operate at right-back and in central defence. That dual profile would allow one signing to cover two areas of the back line and give the manager greater flexibility within a defensive unit that has been reshaped heavily over the past two months.
The proposed fee is understood to align with Barcelona's valuation. The Catalan club signed Kounde from Sevilla in the summer of 2022 for a fee close to €50 million plus performance-related bonuses, meaning a €65 million sale would also represent a profit on their initial outlay.
Kounde would prefer to remain at Barcelona if a satisfactory solution can be found, but Tottenham's interest is now at the stage where interest must be converted into a concrete offer. Once that bid is submitted, Barcelona will decide whether to open negotiations or reject it in order to preserve defensive balance.
If the move is completed, Kounde would line up alongside Micky van de Ven next season. The Dutch centre-back has already been encouraged by the club's response to last term's near-miss, pointing to a new manager, fresh signings and a clear shift in ambition as evidence that Tottenham are building with purpose.
Van de Ven said: "It's really good that you can see the club has made some changes. They have brought a really good new manager, in my opinion, and some really good new signings. You can see the club has new ambition. It's something that's really important for players."
For Tottenham, the next step is straightforward: formalise the €65 million proposal and wait for Barcelona's response. For a club that survived the Premier League by the narrowest of margins, securing a proven international defender capable of filling multiple roles would underline how seriously they are taking the task of avoiding a repeat crisis next season.
